A TRIM notice, short for Truth in Millage, is the Notice of Proposed Property Taxes that Florida property appraisers mail to every owner each August, showing the property's just value, assessed value, exemptions, and each taxing authority's proposed rates.
The TRIM notice is not a bill. It is the state-required preview of the values and rates that will produce the November bill, and it is the document that starts Florida's appeal clock: a petition to the county's Value Adjustment Board is due 25 days after the property appraiser mails the notices, under Section 194.011, Florida Statutes.
The number an appeal challenges is the just value, which Florida law treats as roughly equivalent to market value. The proposed millage rates on the notice have their own public hearing process and are not part of an assessment appeal.
