Just Value

Just value is Florida's statutory term for the market value a county property appraiser assigns to a property each January 1, before any caps or exemptions are applied.

Florida's constitution requires property to be assessed at just value, and the courts have treated the term as essentially synonymous with fair market value. The just value on the TRIM notice is the starting point of the tax calculation: caps such as the 10% annual limit on non-homestead assessment increases apply after it, and exemptions reduce it further to taxable value.

Just value is also the number a Value Adjustment Board petition challenges. Caps and exemptions follow their own rules, so an owner disputing the county's opinion of what the property is worth is disputing just value.
